As defined in Hawaii Administrative Rules (HAR 11-89), a developmental disabilities domiciliary home is any facility licensed under chapter 11-89 to provide twenty-four hour supervision or care, excluding licensed nursing care, for a fee, to not more than five adults with mental retardation or developmental disabilities as defined in Chapter 333F, Hawaii Revised Statutes (HRS).
